Phoebe Ifeanyichukwu Nwandu was born on October 11964, in Vom, Plateau State to Ogbueshi(Adinigwe Emeliedike) Emmanuel Ogugua Nwandu, a Senior Apostle – General and Diokpa of Umu-Elibujor Village in Umuonaje Quarter,Asaba in Oshimili South Local Government Area and Ogbueshi (Chukwudumebi) Jane Onyekamafoa Nwandu (Nee Gbunnor) of Umu Odafe, Odanta Village, Ibusa in Aniocha Local Government Area both in Delta State and of blessed memory.
Due to the mobility of her father as a Federal Civil servant, the Director, Special Duties started her primary education at Our Lady of Apostles Primary School, St. Agnes, Yaba-Lagos and completed it at St.Theresas’ Girls Convent School, Jenta in Jos, Plateau State where she obtain her First School Leaving Certificate(FSLC). She proceeded to secondary school at Gyel Commercial College, Bukuru-Jos in 1975 and continued in 1976 at St. Roses Girls’ Grammar School, Ogwashi-Uku, in Delta State where she completed it and obtained her West African School Certificate (WASC) in 1980.She went further to the Federal School of Arts and Science Ondo, in Ondo State from 1982 to 1983 and obtained her Higher School Certificate (GCE Advanced Level) .She continued to the University of Ilorin, kwara state, studied History (Arts)and graduated with a Bachelor of Arts (Honours) Degree in 1986.Thereafter, she fulfilled the 1 year mandatory National Youth Service (NYSC) with the Industrial Training Fund (ITF), United Nations Development Programme (UNDP) Department from1986 to 1987. Subsequently, she was employed into the Federal Civil Service in 1990.
Phoebe Ifeanyichukwu Nwandu commenced her career as a civil servant in the Office of the Head of Civil Service of the Federation where she served for 12 years before deployment to the SERVICOM National Office in the Presidential Villa in 2004, where she rose to the position of a Team Leader. In 2009, she was again deployed to Office of the Accountant -General of the Federation where she continued her administration duties until 2011 when she was posted to the Federal Ministry of Power where she was promoted to an Assistant Director. Subsequently, in 2013 she was posted to the Public Service Institute of Nigeria (PSIN), the apex public service training institute in Nigeria where she served in dual capacity also as a facilitator in the Institute. She moved in 2017 to the Federal Ministry of Transportation where she worked until she attained the positions of a Deputy Director and subsequently a Director (Administration) in 2021.Afterwards, she was posted to the Federal Ministry of Water Resources in October 2022, where she is presently serving.
Phoebe Ifeanyi Nwandu attended several Courses, Trainings, Workshops, Seminars, Conferences in the course of her career in Management, Service Delivery, Leadership, Management, Information Technology etc. within and outside the country. She has also served in a number of Committees.
Due to her dedication, diligence, focus and effective networking and collaboration for achievement of goals and career development, she was honoured with a Letter of Commendation of Service in 2006 by the erstwhile Chairman of the Police Service Commission during her supervision of the Federal Government Service Delivery Initiative in the Commission. Recently in May 2023, she received a Letter of Appreciation/ Commendation of Service again from the just out gone Honourable Federal Minister of Water Resources during former President Muhammadu Buhari’s regime.
Phoebe Ifeanyi Nwandu’s strong Christian background and family values greatly influences her character traits as an honest, humble, discipline, simple and empathetic personality. She loves and have since began rendering service to humanity including her family, community, Church, friends, the needy and less privileged. Above all she reverences God Almighty and was in 2015 and 2022 ordained a Deaconess and a Pastor respectively. In recognition of the foregoing and of her unpublished works, she was commended and received approval for Honorus Causa Doctorate Degree (Ph.D) in Strategic Planning & Philanthropic Management from the State University of New York, Albany, New York, United States of America. On the 23rd of June 2023, she received the awards / appointment and investitures as, Prestigious United Nations Mayor for World Peace (MP – UN)
Phoebe Ifeanyi Nwandu has a child and four grandchildren, she loves peace, travelling charitable works, reading, teaching, entertaining people and dislikes craftiness.
